I’d guess Mesmer with all that mind manipulation.
Snaff was a golemancer. He specialized for creating golems that he could control using telepathy.
Well Zojja is a golemancer too, but she is also an elementalist.

Also, this would have made Snaff the most powerful Asura mesmer in GW2 history. None of the lesser dragons (Claw of Jormag, Teq, Shatter, etc) would have had anything over Snaff… he grappled the mind of an elder dragon. What does that say about about present day mesmers? Much, much weaker. If Snaff could hold his own against an elder dragon, where does that put the rest of us?

Mesmers are a magic user explicitly stated they can push themselves and do INSANE things, at serious cost.
The mesmer in the Ebon Falcons summoned an illusion the size of the eye of the north (whether it was an illusion of the eye, or simply a mountain, I forget), but it blinded her for a long while. Her death(founding of Ebonhawke timeframe) was because she summoned and maintained an entire army of illusions, and it literally stripped her of her life force(and again, blinded her).
It’s unclear if other magic classes have similar feats (of doing something insane at great price), but mesmers have it laid out.
Snaff could’ve had a serious price for his mind wrestling, though IIRC that was possible ONLY because of the power core imbued laurel that Glint slammed onto Kralk’s head and embedded the gems into his scales.

Some mesmers are more powerful than others – e.g. Jennah and Countess Anise. Also Snaff grappled with it sure, but he couldn’t hold proper control, hence Kralk’s minions killing him.

However, you should hold a candle towards what the books say when compared towards “current things characters can actually do in Guild Wars 2”; As stated in other threads, Queen Jennah can summon city-sized illusions without any penalty to her health, and Countess Anise petrified (we’ll say.) an army, whereas she’s now hoity-toiting around.
Yet so far Countess Anise and Queen Jennah have lifted no fingers when under situations as dire as Scarlet blowing up Divinity’s Reach with murderous killing machines, leaving you to wonder how much of those feats actually translate to the current setting.

Also the fact Queen Jennah probably doesn’t want to broadcast all over the place “HEY, I can mindkitten armies!” They are mesmers, they do what they want.
Scarlet didn’t really blow up DR, just did tiny damage to one area. Again, with machines. Mesmer magic might not work as well on machines as they do on a living mind.
edit: Also didn’t they combine powers to do that in Ebonhawke? And who says there was no physical affects to them? MAYBE there was (that the public wasn’t informed about) and that’s why they don’t do it again, because they don’t want that happening again and/or maybe getting worse.

Because if current Guild Wars 2 writting has taught us anything, is that the “maybes”, “ifs” and “possiblys” are in fact just “nah we just forgot/didn’t want to do that”.
These issues are not mentioned, addressed or even thought upon. It means they simply overlooked them for the sake of a more roundabout solution to issues for the sake of giving more spotlight to less apt characters.
The exact same reason given as to why are we even teaming up with the people we are currently teaming up with.
There is no reason. You just do. Because it’s what they have thought out for the current setup.
