human cultural tier 3 on asura?
Not sure, but I know that Tixx wears human cultural as well. So, it’s technically possible for races to wear each other’s cultural gear…
Many NPCs have custom models that are actually models in their own right even though superficially they resemble normal clothing; check out the picture of snaff someone posted – he looks like he has T3 armour, but it’s a prebuilt model and has impossible dye combinations.

It’s about the earlyer possibility to transfer the cultural skin with a not soulbound item of the same type and transmutation stones. Arena-net changed this quickly, but i wonder know, if the transmuted cultural armors had the skins of the race they were initial bought for…
The coat is probably the Embroidered Coat, and the leggings look like Masquerade Leggings.
The rest of it looks like the T3 human armor though.
even if it is T3 its a NPC anet can do what ever they want with them. just because they allow them to wear it doesnt mean we can, which we cant

It is slightly different, the chest and legs especially. Even the Gemstone on the headpiece looks different. It’s obviously similar, but no. I wouldn’t say it’s the cultural armor.

Of course it differs slightly on an other race and i already also saw parts of tier 1 human armor on asura^^. The question is, if anet will ever allow other races (player) to wear them. I mean there exist enough not wearable armors worn by NPCs and that Anet is already through creating more armor models than available is obviously through theit mistake with giving the maskerade armore in PvP the voodoo-skin.
You’ll never wear it on your Asura, trust me.

Anyhow, at release you could transmute Cultural sets onto characters of other races; but they were quick to change it so all the Cultural sets now have a race requirement to be worn. Judging by that, you won’t see it on player Asuras, as previously mentioned.
