Let’s wrap all that up, and for simplicity (and ignorance sake) say that Caltrops are OP and possibly contain an exploit.
If they nerf them and this still proceeds, than Steal is at fault! if that doesn’t fix the problem, then CnD is at fault…. then sneak attack… then shadow strike….
If that’s all been nerfed than maybe we will pick other skills/traits to nerf since the problem might still persist.

Not an exploit, the skill does not deal direct damage therefore does not break stealth. Is it so hard to walk/dodge out of it? Also, don’t complain about conditions when you don’t bring any condi cleanse.

Seems like it is in fact an exploit! They’re taking advantage of me not having cleanse… NERF THEM ALL!!!! I mean… FIX THEM ALL!!!!

So it’s an exploit because Caltrops doesn’t continuously reveal a thief for 10 seconds and prevent other actions from being done while it is ticking? Get a condition cleanse or two and that change would make caltrops literally better for the opponent than for the thief since they could just stand there making sure you can’t enter stealth to heal or remove conditions or sneak attack.

I’m aware. If such a scenario was in fact the cause of the OP’s frustration, I explained why classifying Caltrops in their current state as an exploit would be a bad idea and cause many problems if the changes were made. An important part of any argument is to predict possible counter-arguments and get a jump on them early. It saves us all some time and quickly weeds out if someone has an actual problem with the thing in question or if they were just posting in the heat of the moment after getting annoyed.
