Retaliation - better scale with condi damage
Yeah, it did confuse me a bit when i found out that Retaliation damage is based off Power… For a long time i thought it is simply a level-dependent value.
Dont know how much more sense it would make to base the damage of a boon on condition damage. Then again, what stat would it scale on if not power or condition damage? Healing power? Boon duration? Nah…
But regardless, the thing is that most condition builds dont have a strong access to Retaliation. I suppose that is a plus to your point though, because it wouldnt overpower conditions in PvP more. Guardians would be the ones benefiting most from a change like this, figures since they have the trait. Guards do need a bit better incentive to build for condition damage, and no matter how much Anet tries, Burning alone is not enough (as long as it only stacks in duration).
Let’s do this so condition specs can be easier to play.

A necromancer could hypothetically work well with condi damage based retal. It could alternately completely neuter their existing builds, because the 3 is pretty much the only button worth pressing on Axe, and changing it to Condi Damage knocks it down quite a bit.
Too much complication for too little return. Condi-based retal as a more common trait, though? Sure.
