My guess would be that ANet considers Dagger Storm to be Thief’s “acrobatic” Elite.
That, and NPC’s cheat sooo freaking bad. Kasmeer’s use of Time Warp, anyone?

As for skills I’d totally swipe from Caithe’s kit, gimme Second Shadow as an Elite. Oh, man … that would be epic. Or Dash, for my Evasion builds.
