if you get a skin from the gem store can you use a transmutation stone on it so you can use it again??? or are those just for one you find in the world.

I think what you get out is a white item with the skin on it, which you can then transmute onto another item.

Yes you can use a Transmutation stone on these objects just like any other piece of armor.
