Its salvaged from exotic armor with dire stats.

Tried on 20 Dire exotic armor now and only you get is [Globs of Dark Matter] [Globs of Ectoplasm].

Do they need rune in them?

Sry, forgot to mention the armor cant be a crafted one to be able to salvage an insignia.

So it has to be either a dire armor with a rune on it, one bought with dungeon tokens and dire stats or a named armor with dire stats. Or just buy the insignia on tp.
