Halloween Mystic Forge Recipies
There is no clarification needed. It says it all right there. They have been disabled and will return at Halloween, which is still weeks away. Why would today’s patch notes contain any new info?

The Mystic Forge recipes for The Mad Moon, Arachnophobia, and The Crossing have been temporarily disabled. They will be updated and return at Halloween.
In the recent patch notes, there was no mention if they were reactivated, nor what the new stat sets for them will be. I would love some clarification.
