So its been awhile since i had been on, so now i’m wondering if they still have the account bound harvesting tools, or am i still stuck with the soul bound ones i bought?

You exchange your soul bound tools for account bound by un equipping them and bringing them to the black lion weapon specialist.

If you have extra ones you no longer want, you can submit a ticket and see if they are still refunding gems for them (don’t know if that is still an option or not) but it can’t hurt to submit the ticket and see.
