Is it bugged? I used the recipe from wiki but the button greyed out.

Make sure you are using scraps for both the Jute and the Wool. The only thing I can think of is that you used bolts for one of them.

The recipe is on the wiki is wrong, you need shimmering dust (tier 2) to upgrade common t1 mats to t2 (it is stated right for bolts on the website).

In general it is also more profitable to promote refined common mats because the price for the 5 dusts you need for each promotion gets halved. For tier 1 promotion this rebate is trivial though at under 1% of the overall value of the promotion but it is essential for at least t5-6.
