Q:

did i miss something, i thought it was accountbound in the past, is it a bug or is it something tht got implemented and if so does that mean bloodshard is also soulbound?
i thought crafting materials were supposed to be accountbound?

i have lidless eye on my mesmer sadly its soulbounded, so i bought an eldrich scroll on my theif and i cant even transfer it over lol..

actually some recipie items for cooking tht cost karma are accountbound…..

Right, there are a few exceptions to the rule of thumb, notably recipes.
