Hello. I would like to know if the Effigy Ceremony will only happen on 18th or if it starts on 18th. The official post makes me understand the ceremony will be 1 day only.

Very unlikely that it will be one day only. Especially since the festival stays until the 9th and the release page says “Begins June 18” but no end-date (which the fireworks does)

That sounds like a 1 day only kind of thing, like the karka finale event.

From the release page:

The Dragon Effigy Lighting Ceremony – Begins June 18
Join the Captain’s Council and other dignitaries as they light dragon effigies in the Grand Piazza of Lion’s Arch starting June 18. Hosted by the jovial Magnus the Bloody Handed, this ceremony will be full of merriment and surprises.

It quite clearly says BEGINS, which would mean that you can start doing it on that date, but should be able to do it for the rest of the festival. Otherwise they would have said ON June 18 or something like that.

Yea…the ceremony kicks off part 2. At that point, the other chieves will open up, including your own chance to light effigies.
