You don’t need to join a populated server. However you might want to join a cross server guild dedicated to killing Tequatl (or other upcoming world bosses).
These guilds are cross-server, and they do not require that you keep them as your main guild, only that you rep them during the encounter itself to facilitate comms.
There are already 3 such guilds, and a 4th Oceanic guild. All of them are full. But there is no reason there can’t be more.
The current implementation is clumsy. There is a lot of “taxi-ing” to overflow servers. There is a lot of join-spamming because overflows get filled to max capacity quickly. There is a lot of waiting around and a-kitteng, because of the spawn window. There is a lot of frustration because you have guild members waiting to get in, but that spot is taken up by a complete stranger.
If there is something to fix, fix those instead.
Saying “instance please” is like asking for World Peace. Putting Teq in an instance won’t automatically solve all the problems. It’s all about how you want to implement the content.

You talk about few interesting things here and you are correct. You miss one important thing tho, namely “elitism” which is the thing most MMO players hate to the bone.
Meaning, if you do not belong to a guild that is made purely for killing Teq (and most probably. For now, you can join those guilds (or not) but later it may be quite impossible for casuals. So, again, many players will be put outside some content for good.
On my server we used to have more or less successfull attempts but now if I see 7-10 ppl it is the max. Not that ppl from my server don’t want to kill it but they do jump to overflows/servers where they can enjoy it without “pugs”, noobs, whatever and, what is worse, will keep “the kill” time in secret.
I usually do not care about such stuff. If I manage to kill it fine, if not – no problem. What I do care about is that is the only place for now to get best aqua breather in game and I like shiny stuff
So not only i have to deal with my server never doing it – but ok, i can guest away.
Not only i have to deal with a stupid random timer – i can go before the spawn window and wait.
Not only i have to deal with overflows – making it so i must go there even earlier.
Not only i have to hope not to get disconnected – either because of my internet connection or the servers – since i wouldn’t probably be able to get back.
No, i must also crash 1 time out of 3, often near the end of the event, making me waste entire hours without no reward at all. And i’m not crashing in any other single event in the whole game, just in this one.
And even when i get the rewards, it is usually terrible compared to the time needed – because you don’t spend 15 minutes there, you spend hours just to be there when it starts.
Feel free to do this terrible boss, i’ll stay out of there.

Yes, after the event ends, 30 minutes later there is a one hour window in which he can spawn. So he spawns quite frequently.
Get rid of the spawn window if people fail the event. Have Teq kill everyone but leave him around the beach for people to try again. The beach has been made useless anyway by all the pointless insta-kill fish anyway.
If Teq was hanging around all the time then if a server wants to try to gather up people for a try, they’ll be ready to go. With the senseless spawn window even if a server overcomes the intertia to gather people they still have to wait around doing nothing which is utterly pointless.
Or make Teq spawn based on a guild action or something that players can rely on (NOT a tedious, needless long series of buggy events like Temple of Balth)
I can understand timesinks like that in a sub-based game, it makes no sense for a B2P game like GW2.
