Got a fractal axe skin from lvl 13 fractal daily today and it was indeed a skin only item i could apply to my axe.

The most tragic is that you dropped it at level 13… Y_Y

I got one from scale 11 fractals before the patch (Fractal Rifle). I didn’t even know it was possible to get it at 10-19 tier prepatch.

But there’s a huge difference. One requires gem purchases, one doesn’t.
