Helsa in LA?

Helsa is a ghost holding a pumpkin, with 2 flags above her head, near the bank in LA.

I get the same error code as when I’m trying to enter Rumble, but I don’t see anyone posting about Helsa? Did everyone miss her or did a community mod said anything about her already?
