How do these "Weapon Skins" work?
You can get transmute stones, if you like the looks of lower level gear on higher gear stats, you can do that, but for the costume and skins, i dont think you can keep transmuting them.
You use Transmutation Stones to combine the look of something with the stats of something else. You can acquire Transmutation Stones by “completing” a map or purchasing them on the gem store. The “Basic” tones work on everything from level 79 down. There are “Fine” stones that work with level 80 gear. One stone will change one piece of armor or a single weapon. So, obviously, you will need many stones to change a full set.
So, yeah, if you like the look of something, save it for future use. The skins for the Halloween event should work the same way.

You can re-transmute the customised weapon using stones yes. So you can keep upgrading it if you wish.
I wouldn’t get your hopes up though the drop rate is like 1 in 100

yes, you transmute the appearance from one item to another as many times as you want. You do permanently lose the appearance of one item but retain the other.
This is something needing a fix. Why it’s a consumable, disappearing after 1 use, if you can cheat the system and keep the skin just using a transmute stone?

It’s not broken that’s the intent. So you can use ANY ITEM YOU LIKE THE LOOK OF from level 2 to level 80. The only reason you can’t do it from level 1 is because you can’t mail bound items, though if you have a bank access golem when making a new character you could use that to get the items before you even leave the tutorial. I’ve done this with a wooden sword item on one of my characters. I even transmuted the original item onto a LOWER level item.
Seems like they’re be able to just incorporate a system kind of like DC Universe Online, where you just “learn” the appearance of an item. Even if it still required this Stone-thing to apply to graphic to a new item, seem like it would be cleaner, simpler, and leave less room for error.
