Here are the Phase 1 steps that you need to make sure you completed before Phase 2 starts:
Talk to Inspector Ellen Kiel in the Grand Piazza of Lion’s Arch
Examine the wreckage on the shore in Lion’s Arch west of Sanctum Harbor waypoint
Return to Kiel with the soggy bag
Talk to Consortium Subdirector Blingg at the new Consortium Gift Shop point of interest, northwest of Fort Marriner in Lion’s Arch
*Receive the map fragment. *

When I talk to Ellen Kiel she has only one thing to say. And when I examine the wreckage on the shore nothing happens. So what do I do?

you missed it, you were supposed to complete up to Noll before 12PM PST, it’s now 1hr past that time.

Slow down and smell the pixels.

1. You have to examine multiple boxes and such on the shore. Eventually, you’ll have to pry one open with a crowbar.
2. Once you’ve done all of that, go back to Kiel. You’ll get the full dialogue, except the last part won’t work. Thus, you cannot complete the event and get the map fragment.

For no apparent reason, they decided to disable completion of the event when phase 2 started, but not the event itself. It’s all pretty fail, really.

Ok thanks for replies. I have to say this quest has relly bad information on what we are supposed to do in the event. I did the event yesterday and though it was finished, then today I see on twitter just now “do this before phase 1 finish”.

Its really bad information on what we are supposed to do, arenanet you need to make it more clear like have a new tab on the side, like the one for storyquest, where it says eventquest.

It seems alot of people didn’t know that they should have done this.
