I don’t have a solution for what to do with the current system of MF, I leave that to the Devs to figure out, but while I love my MF gear in the game I have been thinking about just what I personally would like to see as a re-implementation to the system. After a lot of thinking I came up with something I really like and I am interested in hearing other people’s takes on it.

An Enchantment System! Which can be applied one or two times on any piece of gear.
Ways To Implement:
There are more than one way to do this. Many Action RPGs already have this kind of system in place, and it works very well for “boosting stats” However in GW2 I would only like it if only boosted things that are not power gaining.
The ways I would do it would be an RNG system (they can be fun if done right) perhaps using things already found in the game, ie making Enchantment Stones from various ways of collection (Dungeon Tokens, Fractal Relics, Black Lion Chests, Big Boss Chest Drops, Rare Daily Rewards, Guild Mission Rewards etc). You could take these to a new Enchanter NPC and for a small Gold Fee (or Karma whatever, though I like the idea of another gold sink personally), you could roll or re-roll your “Enchantments.” That brings me to the next idea.
What it Would Affect:
These Enchantments cannot be stat boosting in the way other gear stats are. It should simply be a RNG list of things you can boost to better reward you for playing well. Keeping the boosts small and an consistent with other boosts already in game, a 5-10% Per Enchantment, with the ability to have 2 different enchantments at the same time. It can even be further customized by having the values random thus meaning extra work/luck to get just the right combinations of boosts on gear. A short list of things I would like to see are:
Magic Find
Gold Find
Karma Boost
Experience Boost
Gathering XP Boost
There are of course other boosts that might work as well, think of any kind of boost we have in game right now that isn’t stat buffing, and it works similarly to what we have already without losing out on your gears stats. I, for one, do not want to lose my magic find, and I would really love other permanent boosts like that stat that I can currently not easily obtain (only found in the form of Utility Ascended Stuff from the Laurel Vendor. I’m interested in other peoples take on this idea, obviously my idea isn’t completely fleshed out and as I am not a developer I have no idea how this would affect people, but I see it as a fair and kinda fun way to further enhance my gearing process and the ability to customize more than one set of gear for different encounters.
