Not sure if this has been suggested or not so I thought I would throw it up.
The way legendaries are set up is that any joe-shmo with enough gold/luck can get one.
Is this how a legendary weapon should really be? Its like saying anyone can go to the nearest wal-mart and buy a Congressional medal of honor. What makes that so special at that point? IMHO, nothing for it isn’t really earned.
I just feel that legendary precursors should have an increased drop rate, and its those precursors that start a specific quest chain. Then through this DIFFICULT question chain, you obtain the various gifts needed to craft it. Thereby through epic deeds you gain glory and reputation. You are beginning to earn that weapon! But these would have to be difficult quests, ones where you will need the help of others that can “witness” all that you the glory you earned.
Or it can be taken a different route. The weapon, not you, is legendary. And by going through all the quests that relate to the history of the weapon, you learn more of its abilities. You are awarded a gift that shows you unlocked a portion of the weapons history and are becoming more aware of its special qualities. So again, with the help of others, you can learn about your weapon and unlock all the secrets of it.
And the reward for helping someone complete these chain quests should also be enticing enough to get people to want to help on these difficult quests.
Its just my thoughts on making these items more about the lore of the game and prestige of your playing the game, rather than who can dump the most coinage to get it.
First, we must ask Arenanet what legendaries are for.

I am not alone in my belief that they do not fulfil their remit and should be changed. So much so, that it they become gaming news:

What are the problems with legendaries?
I believe there should be a multiple-pronged fix for legendaries to recover their function as an indicator of all the stuff you’ve been doing as a true master of GW2:
