I understand what your saying, but practical you are assuming people will act as you wish. This is however an MMO and human nature will dictate that this will be just a cheaper version off the commander tag, but wont change a thing bout the zerg size. Zergs are as big as the amount of people that want to follow. A commander doesnt have a lot of influence either. If he feels a zerg is too big he can only dismantle the zerg by taking the commander icon off, wait atleast 15 minutes and then start with a fresh zerg.
So a lt. Commander wont have much influence on the size either.
I understand your unhappyness with the zerg, but this wont solve it.

You are assuming that control of other players following you is outside of your servers control and guild control which is only the case some of the time with unorganized players. My guild commanders all communicate what there objective is and our guild follows their lead. Our commanders also communicate with all other commanders from other guilds on map, so everyone that plays wvw on a nightly basis knows what they are supposed to be doing.
This is simply a structural implementation that betters already existing guild structures to be used for defining our squads. If human nature can dictate that it will be an abuse than these players simply won’t be catered to by the serious players. Thats how it is in my guild and my world anyway.
Anet has also said that this kind of update is in the works, just no due date.

Another option would be to simply allow commanders to change color of their tag. This way guilds and worlds can on a need to basis create purpose and objective of colors.

In many servers there is only one large zerg, but in the more competitive and organized ones it would be nice to have the option to easily distinguish between two groups on the world map to help coordinate roles.
I would argue that what needs to be done is changing the little blue fly pug zapper of a tag which only allows zerg mentality to something which allows strategy and allows the zerg to separate so as to take the most objectives with the least effort while still being controlled effectively by the commander. In other words a watered down feeling of a real time strategy game.
