Re-training traits without NPC
Doubt this will happen, because Anet loves their gold sinks and time sinks. And being able to retrait on the spot for each situation might be considered pay to win if it costed gems.

It would still cost the silver it does normally, it would just make stuff convenient if you were in the middle of a dungeon or something and realized your group needed more CC instead of DPS or that a specific trait in other line would be more helpful.
As for pay to win, the gem store thing was optional, so that ANet gained something from it as well. Like if someone wanted to support ANet they could buy gems and get it that way. Gems can still be gotten in exchange for gold though and the gem investment would be one time only.
It can be compared to the Molten Alliance Mining Pick and the other gathering tools. Normally, you’d have to go back to a NPC, buy more gathering tools to continue gathering mats. With MAMP you can keep going. Same would apply to the traits. Normally, you’d have to go back to NPC to get re-trained, with “Trait Reset” unlocked, you could keep going.
Assuming the gold→gem ratio is 30g for 800 gems (which it isn’t, but let’s say it is), you’d need to respec 857 times to pay it off (assuming respecing becomes free).
So unless you just sit there spamming respec to “make it pay itself off”, it’d still be a pretty effective gold sink. Of course, not as good as the other infinite tools (25000 uses for the sickle, 50000 uses for the mining and logging, ~550000 for the salvage).

Well the time sink is actually the key part. The primary reason Anet made respec’ing so inconvenient was to give permanence to character progression. Not that I agree with it, but that’s the path they took with most of their design decisions outside of sPvP.
sHINNEN it wouldn’t make things convenient, it’d just break things, people would abuse it. People running dungeons or fractals would just be able to retrait before each boss instead of having to stick with one trait build for the whole duration.
