Elementalists seem to be summoning ice elementals whenever they like?

Is this intended or am I missing something?

this is their class skill, each class has one. Engies for example, #6 skill drops a turret to fire on people..

Oh ok my bad didnt realise there were different utilities for each profession, the guardian one sucks….

Seems I should switch to my ele then.
