Copyright Question: Charr Species
I think that there are so many feline humanoids in so many different fantasy and scifi universes that it wouldn’t be a problem. You can commission a cat-man costume and use multiple reference sources, not just charr, and get the similar outcomes. Just don’t call it a “charr” when having it made.
I honestly think something like this is fine, as people are able to commission drawings / costumes of pokemon and they aren’t owned by the individuals. I think it falls under fanart of sorts.

Talking off the top of my head, as long as it doesn’t diminish the value, calls attention to the game, isn’t done “in mass”, and isn’t done for profit, then ANet’s attorneys would have to be buttheads to bother you.
Granted, corporate attorneys can be buttheads, so that’s not a guarantee.
Call it a “felinoid” and not a “charr”, and make some of the more obvious charr-like features removable (the horns, etc.,) then you should be able to avoid any issues even if there is a complaint.
