If they were scamming/griefing you it surely is illegal. If you left out key details like, Oh before that I cursed them out, made fun of their moms, went afk for an hour and insisted on skipping when they wanted to kill, well then it probaly isnt illegal. If your a innocent angel, report and Anet should take action.
Edit: you dont need screens although they help immensly. you can send a email to anet rather than just the text box.
I feel you man, that’s why I always run fractals with guildies or make a group myself and make sure I’m the one, who enters the instance – some people are just jerks. I would never kick anyone, even if they suck and die all the time, except the situations where they would be rude to the rest of the group, deliberately prevent progression or go afk/log off for longer than 10-15 minutes.
I would imagine they kicked you because they had a friend that just logged on, so they said “don’t worry we’ll just kick this pug and invite you so you can get your daily chest”. It’s complete bs, i usually try to just create the instance myself. The kicking system in this game is awful, if me and one of my friends joined a 3/5 guild run, with a tiny bit of coordination we could kick all 3 of them if we wanted. That’s just wrong.

First thing you do when you PUG is check guild names. If all 4 match, make a screenshot. Better safe than sorry.

How were you performing in the first 3 fractals? Were you ever AFK? Not contributing? Anything that you shouldn’t be doing in a dungeon run?
Pretty crappy though if you were holding your own.

well it is a bannable offense, so in the game universe “illegal”. Nobody will arrest you over it though.

if you throw someone out without any valid reason at the boss chest or at the boss itself it’s normally considered griefing. Anet has data of the party chat so they can check if something actually was going on.

You dont need the intent to grief. Clearly even if there was no chat going on, no overt expressions to grief, and I play fotm 10, get kicked @ Maw. your “kitten” sure thats griefing.
Lets say : OP says, Oh, my kid got back from the hospital after almost dying, he only has a day before he has to go back, and he wanted a fotm 10 badly, so im so sorry, i didnt mean any harm, but you were kicked at Maw, so he can get his spot.

It doesn’t matter, it’s still not a bannable offense despite what you say.
Unless there’s clear evidence that the intent is griefing from whispers or party chat log it’s not against the rules to kick someone.

There’s always a reason. The only difference is what that reason is.
If they are doing it to grief someone on purpose or so their own friends can get the reward and it can be proven from the chat logs then ANET can probably do something about it.
If they are simply doing it because they dislike the person they are kicking or that person is bad and it can be shown in the chat logs, then it’s perfectly valid.
