You can be Eir. Norn cultural armor T3 MEDIUM. Don’t know about colours.
I made Eir Warrior now I can’t get the armor. :/
So you need to make ranger for pet and armor.

you can have the armour, hair, tattoos, eye colour, skin colour but not the face shape.

same goes for all destiny’s edge, except for rytlock, you can’t have his hair colour too.

can get her bow too she uses a Cultural Norn Longbow (can’t remember which tier), her armour is T3 Cultural medium

You can’t remake Eir or Tybalt…

both their faces are unique… challenge me and post photo if you think you can.

She uses a long bow, you play with her you’ll know she uses barrage
