However, after getting 100% map completion the first time, the second and third times isn’t as fun because of the Heart Quests which basically just fill the bar.

That’s because heart quests are pretty much the bread and butter to this game and IMO, the main way to level along with doing map completion. I mean after all, you created a hero to save the people of Tyria, right?

Heart Quests are fun the first time and it’s helpful for the new players as some sort of guide, but after that, it becomes serious and boring

Becomes serious and boring. Well then, it sounds like you just need to simply ignore the heart quests and thankfully, they are not required to move on in the game then find other ways to level because quite frankly, you’re probably going to end up getting bored again by leveling up by just doing map completion, doing the same events over again and kill grinding with no point without heart quests. Imagine though, if they do decide to make heart quests account bound how boring it would eventually become not to do them. I see no point and it’s just the lazy man’s way out.

So, terrible idea.

I think if it were something like how WvW proof of heroics currency are used to unlock hero points I’d be fine with it. Personally I don’t mind doing the hearts myself, but part of the appeal of heart quests has always been that you can complete them in multiple ways. I’m all for alternative ways to unlock WPs, Hearts, etc. Maybe not “buy to unlock everything” but I’d be cool with “play other things that you want to do instead”.
