Yup. Late.

Tomes were taken out and replaced with those 2 new skills.

[OTR] – Greck Howlbane – Guardian
Soraya Mayhew – Thief
Melissa Koris – Engie – SF for Life!

The two tomes were replaced. One is now a shout, the other is now a signet

Read the patch notes. It’s explained thoroughly. Even better, go back to the 4 hour specializations video where they originally said it was going to happen.
