Mobs there all just standing around
I can’t say this happens for every mob, but some of them do catch prey, and kill it. Some fight each other. Some do seem to patrol, as well.
But, as you say, some seem to just stand there, daydreaming. Lol.
Somehow when I’m standing around those mobs that are also standing around decide not to stand around and give me the gift of armor repairs.

OP, I think you missed the point of what was being said. They didn’t say no mobs would stand around ever. The quote you’re talking about is from the manifesto and it’s talking about quest mobs. In the manifesto it says you get a quest to kill ten centaurs but they’re just standing around in a field.
Dynamic events are the answer to traditional quests. So in a traditional quest the centaurs aren’t attacking but in Guild Wars 2 they are.
And that is very much in the game.
