If I have a Sigil of Force in my weapon set that I am not currently using (but that I have equipped) do I still receive the 5% damage bonus? In other words, do I need a Sigil in each of the weapon sets that I have equipped to have the 5% damage bonus all the time?

Yes, you do. The sigils in the inactive set also become inactive.
