I’m curious about that too. If anet wants us to buy core game again, they could at least give us second account.
I’m not clear on it, as I rushed to add it to my one and only account and have no interest in managing a second account. But I did have to specifically link it to my account and I think there was a New Account option on it. So I think you can start it all brand new (but then your main account still won’t have HoT access).
Oh wait, you’re asking if you can get it linked to your current account and get another non-HoT-enabled account? I don’t think that would work based on the interface I saw.
It’s not. Of course, that would mean they were actually trying to be fair.
If you already own the game, it acts as an upgrade only. There’s no second account.
It is only a separate account if you purchase it and register it as one. Otherwise it is just an upgrade. Here is the FAQ.

Once you buy the upgrade you will receive instructions on how to upgrade your account.

Its like you just bought a pretty nice car, and the dealer says they are offering some upgrades to your car. These upgrades mean nothing and do nothing without the car itself, but add functionality to the car itself. Problem is they will sell you and someone else the upgrades at the same full price of your current car and then some. They will get the car with the upgrades and you just get the upgrades because you already own the car (And already paid for the car previously).
Yet somehow Anet thinks this is a good business decision.
