Strange ghost pops up and goes poof
If you don’t want to see them any more, go to northeast Fields of Ruin and jump through the hoops to get a rift stabilizer, then run into one of the ghosts to trigger a quest to be cured.
Literally jump through the hoops
You have to finish the Burden of Choice quest line. I haven’t done that part and I still see anomolies.
ANet may give it to you.
Do you guys think our characters are not alright? That maybe hanging out in bloodstone fen has messed with our character’s minds?
Oh, I’m sure of it.
Well, I’m not sure of it in a game development sense, but we start collecting Unbound Magic, and before you know it, we’re taking a “just a few minutes I can quit at any time” attitude about it. That way seems to lead to some sort of bloodstone madness, right?
Omg, I didn’t think of that we started gathering magic right after bloodstone fen just like the dragon minion and the white mantle minion O:< I can’t believe it!
I have been trying to figure out what this is as well…
He pops up all the time for me. It was after I fought the Anomaly Boss outside of Lion’s Arch. Now it shows up all the time and I feel like I am being haunted or something 0.0;;
It is a new black lion agent sent to tell you that you have something at the TP…. gold or items :P

You don’t have to go through a rift first.
I did the quest to get cured before I even knew the rifts existed. I just saw an anomaly that seemed to be staying around longer than usual (before it was only a couple of seconds), so I ran up to it and the achievement started.
I picked the Priory option and it does seem to have worked, I don’t think I’ve seen the anomaly since, and I haven’t noticed any side-effects. But that might be because they haven’t added the next stage of the process yet.
“Life’s a journey, not a destination.”
Priory option and Consortium option both lead to the same results I.e. The anomalies stop appearing, but different things happen.
If you chose the priory Historian Trenton gets a mysterious skin change to a totally different character before you end it. And for a short while(Anet removed this feature due to problems with it, probably because of being able to hunt down and murder other players who were trying to explore it) if you chose priory, and you used the combination of 9-7 on the riffs you could transform into an anomaly yourself and even become non hostile as well. If you went down the consortium path none of that happens, you just get to vomit all over a scumbag asura.

Thanks for the correction on not needing the rift device, Danikat. I didn’t know about tagging an anomaly for the Burden of Choice quest until I’d done my rifts so I got confused about correlation. Still, people without the device might want one anyway as it does offer easy transport to some hard to reach places, at least so long as the rifts work.
Flesh, I didn’t go into detail due to spoiler concerns (yes, even now) but I think I did imply the need to complete the quest started by an anomaly tag to get the cure
There was a boss who looked just like that ghost after I killed him with few random guys, he started following me and I finally got him on tape xD he (it) follows me a lot I can see him every day at least 3-10 times. he follows me everywhere.

Go up and poke it with your nose! (eg: run through it.) Starts an event, which is tied to the current story and stuff.

I found that link in this thread, which is about the Stabilize the Rift event -

I’ve been seeing the guy on all my toons before I had entered BF or related zones, in fact, I’m pretty sure before I bought HOT a few weeks back. So, his appearance likely has nothing to do with where you’ve been or what you’ve done before that. Also, I have not done the Ley Line Anomaly event, but I see him anyway.

My alt account which does not have HoT has never seen an anomaly and I play it almost every day by doing dailies in it.

Well your not crazy, I have been fortunate to see it twice and have been able to walk up to it twice…. He buzz’s with an electric shorting sound and disappears within seconds as you walk up to him…he gave me something, twice but it was very fast and displayed in my lower right hand corner of the screen…. I think it was permanent attributes assigned to my character. On both occasions nothing was in my inventory….
first occurance was at Vigil Keep down under the bridge at Vigilant Hills.
second occurrence was in Lion’s Arch at Fort Marriner.
cheers all
He gives you an achievement, which unlocks a bit of story. Check your Current Events.
I ran into him in SAB yesterday. I guess he was trying to cheer himself up.
