Guild Wars 2

Sorry if this is a stupid question but I was wondering, all 6 runes gives, " Damage reduced by 7% when within 600 units of an enemy." Is this only incoming damage or does it apply to outgoing damage as well?
Would understand either way, sacrifice 7% dealt to receive 7% less damage although with the price it goes for and the fact that most runes only have positive effects, no drawback to using the rune, kind of thinking it would just apply to incoming damage.
