You are probably testing on a character that already applies a lot of chill. Easier to test on something that have no other source of chill.
im using the axe and it doesnt apply chill…
It works perfectly fine on my Frostfang when I use it on my Necro.
The sigil has a long cooldown with a short duration

You are not doing something silly like adding it to your weapon and testing it in spvp are you?
i wanted to use it for pve…but i was testing on the pvp dummies…the thing is that i dont see the chill proc

I believe, in PvP zones, you have to swap the sigil in the PvP equipment page since the PvP zone uses different sigils/runes from what you currently have equipped on your gear.
