Yes you will need to have a char of that race to buy the cultural armor. You need to buy 90 unique pieces and to qualify, they need to be full sets of 6. So,15 full sets. (5 races times one set each from the 3 tiers).

“The cultural armor achievements require purchasing 1 piece of each armor type (headgear, shoulders, chest, gloves, leggings, boots) at each of the three tiers.”
“The Emperor’s New Wardrobe; this tracks the total number of pieces you have collected. Maximizing each title requires purchasing six cultural armor pieces for Tier 1, 2, and 3, which costs 128g98s or 644g90s for all five races, which will also complete the meta achievement.”
So, for each race. T’1, T’2, T3. A full set of armor from each of the 3 tiers. (You can buy different armor weights, such as 3 heavy and 3 light, from each tier as long as they make up 1 helm, shoulder, chestpiece, gloves, leggings, boots)

I was under the impression that you could achieve this title from just buying the T1 sets if you had a Scholar, Adventurer, and Soldier from each race. That T2 and T3 were not required.

I am afraid you do need to buy a complete set from each Tier. You can look it up in the Wiki as mentioned above.

My mistake then.
You don’t need to buy a “full set” insofar as they all have to be the same set for each tier. You just need to buy one of each each type of armour-piece (foot, gloves, legs, chest, head, shoulders) from each tier.
So you could get T1 heavy feet, T1 medium gloves, T1 medium legs, T1 light chest, T1 heavy head, T1 medium shoulders. And that would do you for T1.
Then you need 1 of each of foot, gloves, legs, chest, head, shoulders from T2, and again one of each from T3.
Set, as in six unique pieces that would complete a full complement of armor (no matter the weight). It is explained completely in the Wiki. =)

Assuming the old PvP reward system: only one or two sets were obtainable exclusively in the old PvP reward system, and no mention was made of it being available through PvE in the future.

when they were ending glory as a reward, they let people spend their glory on any cultural set, t3 was 60k glory, and 60 gold. they said that it’ll be worked on to include that for the fashion title, but still hasn’t happened.
