Its to give ppl the feeling of power with out giving them that much. Some players needs to feel as if they are above other players this is partly why we have ppl who have 10 + legendarily or who have every skin in the game its just part of being an mmorpg in fact its part of being a video game. All about the illusion that you did something important.
On the same note there is a type of addiction of being a have not in an mmorpg a kind of feeling of the underdog. Some players like this feeling and avoid the top level items exotic is far too easy to not get it but something like ascended items you can still get good gear and get that feeling “ya i do not have the top level items in the game but yet i am wining , come at me bro” type of thinking.
