How does the game judges the players who can loot from foes or not?

If you are in the party, you can get better chance to get loot?

But, does anyone know how that works?
And, does it really needed in this game?

Anet said the whole players in a map as a team, and you can help to each other, and all people could get EXP and loots.
However, now, when I am doing some dynamic event, I seldomly get loots because I am not in a party.
Well, so I still need to “LFG” just if I want to get loots, huh?

What is the point with that?
Could Anet just stop doing “party could enchance the chance of roots”?
Otherwise who can get loots with tons of party bots who farm the dynamic event?

You do not need to be in a party to get loot, or a higher chance of loot. The way it works is there is basically a counter on each enemy, and it takes X amount of damage done to that enemy from you, to get a chance of it dropping loot for you. So basically If you want to have a higher chance of getting loot from every mob, you have to be doing X amount of damage to it. It is also worthy to note that you will not always get loot even if you reach the required damage to be done to said enemy, due to the fact that there is nothing on any loot table of any mob (that I know of anyway) with a 100% chance to drop.
