This seem odd?
It isn’t odd, just a different perspective on the class archetypes. In most mmorpg, you’d think the Guardian to be the “tank” whilst Warriors to be “dps”.
They’re 2 different skills as well. Warrior’s Healing Signet is their main healing skill and 99% never used for its activated ability. On the other hand, Guardian’s Virtue of Resolve is a profession skill, and often used for its activated effect of heal/cleanse (and could be refreshed with the elite skill).

1: Virtue of Resolve is a free passive health regen or active group heal that exists outside of your normal healing slot skill and works independently from whatever other heal you choose.
2: Using your active heal skill does not stop Virtue of Resolve’s passive from ticking, whereas if a warrior uses the active heal from healing signet (which they will likely never do) they lose the passive effect until the cooldown refreshes.
3: Virtue of Resolve can be traited to tick for more, provide group condition removal and even passively heal allies as well as yourself.
So no, it doesn’t seem odd at all. It’s already a very strong and free passive effect, and if traited, it becomes even stronger. If they buffed it any more I’d say it would be overpowered. You can’t expect a free class mechanic passive to give the same amount of healing as another classes dedicated healing skill.

Lol. Both have different roles. Guards can’t provide the same offensive support as warriors can. Warriors cannot provide the same amount of reflects, blocks, blinds and defensive boons like stability that a guard can.
Both are valuable in any group.
