There have been many times in which I’ll try to sell an item on the TP, and I have noticed that while I can’t sell Item X for less than 2 silver, there will sometimes be buyers how are listed for 1 copper. If I can’t sell Item X for less than 2 silver, then people should not be able to list a buy price that is less than 2 silver. Also, while I’m on this topic, why is there a limit to how many items I can sell on the TP in a given window of time? Is it an processing limit?
Not conpletely sure on the first one; but it pops up when you try to sell below vendor value.

I tested. Legendary: Bolt can be ordered for 2 c and up (and has no vendor price). Precursor: Dusk needs a bid of at least 4 s 66 c (and has a vendor price of 3 s 96 c).
I recall a TP change where they did prevent people from bidding less than vendor value, but all the old bids remain.
the first one was before they changed it so you couldent get less money then he item was worth on the trading post.
Alot of players abused this and put up buy order for lower item vendor trashed for and earning money on it, anet just have taken away the old buyorders for some reason.
I wish they’d remove the old bids Makes it annoying to quickly sell stuff when vendor isnt nearby, like sigils.
For your second question, it’s a countermeasure against farmbots.
It was confirmed here on the forums that it’s a technical issue. It has nothing to do with combating bots.

I tested a bit more. Though a low end sigil has some bids under 19 c, no new ones can be placed for under 19 c. However, if one posts a sigil for 19 c one loses 3 c, and vendor price is 17 c.
What I do — when not rapidly vendoring all the sigils to get them the heck out of my bags — is I do a quick peek at the sell offers. I post somewhere down the list where a larger number are on offer. E.g. 5 are for sale at 19 c but 155 are for sale at 25 c. The cheaper ones will vanish soon enough and my higher listing will sell. I don’t take a lot of time at it, I’m not terribly scientific about it, but most of the time they sell within a day or two, meanwhile they’re out of my bags, and I end up with a few copper more than I would have at the vendor. At which point I mutter to myself, “Every little bit counts.”
Anyway, it’s pretty quick if you just click on the box with the largest number on offer in the first few listings without trying to do any major mental math.
I thought all the low-end Sigils vendored for 16c. Which is why you see so many offers at 19c.
Never vendored one, though…I could be mistaken. Lol..for me, they are MF fodder.
Y’know, you might be right. I have the darndest time keeping numbers in my head. It could be that I at one point thought “I must get at least 17 c net from selling this to be worth the TP rather than vendor” and then turned that into “Vendor = 17 c.” It makes sense if it’s 16 c since that way you will always clear vendor value even if you sell the lowest you can.
I’ve seen sigils and runes fluctuating a lot lately. I get them from my SW salvaging and for a bit some of them were soaring into the high 20’s and low 30’s; now they seem to be settling back to mostly 19 c again.
I consider the time saved by double-clicking straight down the line in the vendor window rather than right-clicking, sell on TP every single minor rune/sigil to be more than worth the few copper difference. Salvaging is tedious enough as is.
