Or at least an exotic one?

And that’s it.

Buy it from one of the vendors in LA for 5 gold and buy wings and transmute them

Craft one using the mystic forge recipe.

Or, you can buy an ecotic back piece for 42k karma at any orrian temple vendor. The stat combos vary depending on the vendor.

Getting ascended backpiece without fractals is at the moment impossible (there was one possibility at the Soutsun Event, but that event has already ended). Exotic backpacks can be acquired from guild armorers and karma temple vendors.
