Balance patches
There will be bug fixes and some adjustments for selected skills, traits etc. inbetween, if neccessary but those wont be changes that shake up the meta.
I think 4 mayor balance patches per year are ok, so you got 3 months to try out builds you like and if you get bored, they will provide you with something new.
I guess those balance patches will add new specialisations for each class for example.

I very seriously doubt that, unless they significantly ramp up their development cycles with the revenue from HoT. The “meta shakeup” are the typical balance patches we’ve been getting since launch which are 80% number tweaks and 20% skill/trait changes.
They shouldn’t be called balance patches. No balance will come of them. They are “meta shake up patches” which just stir things around to make things interesting for the fotm crowd and very frustrating for players wanting actual class balance.

I immediate thought when I read the blog post was:
Codex arena. (gw1 pvp arena, with rotations on available skills)
Which that was dead as a dodo in next to no time.
