If you want the revenant and elite specializations you have to buy HoT. If you want masteries you have to buy hot. If you want the new story and new zones, you have to buy HoT. We don’t know about the challenging content yet, but I suspect it will be revealed or at least teased at Gamescon this week.
You pay nothing to win with hot.
You pay to access new areas, get new ways to play existing professions and a brand new one.
You pay to access new skills to travel talk to new frog people and other masteries.
Will we be able to unlock this in game? Or will EVERYTHING be gated behind kitten price tag?
Basically: Will it hit the gem store in any manner (even if is overpriced pieces)?
The new specializations bring lots more to the table than the basic vanillas. That’s why I’m asking in worry. And Revenant looks like (shiro anyway) a super buffed thief.

I don’t think you have a clue what pay to win means. I’ll give you a hint though…buying an expansion is not considered pay to win.

No you have to buy the expansion with real life cash not with gems you could get with ingame coin.
What you can buy for gems are the upgrade from normal to deluxe to get 1 mini, 1 glider skin, 1 decoration for guild hall and a finisher.
