I’m not talking about that veteran thing, what I want to know: is it possible to get a full refund for HoT? In other words: can I get rid of my HoT upgrade (go back to core account only) and get my money back? Sorry my English is bad.

You bought the upgrade and used the goodies, and it seems you bought it for a reason. So stick with your gut and don’t let anyone change your mind. If you don’t want to pre-order, then call Anet to see if you can get your money back and in turn lose your goodies and more.

You can’t call Anet as was suggested above as they do not offer customer service by phone. You can however submit a ticket to support by following the support link located at the top of the page.
