[Tendril Torchers] Graphic bug?
This is likely not a glitch but a directional issue. The tendril flamethrower aims in the direction you are pointing. For example, if your camera is over your character’set head, you are looking toward the ground and the flame is shooting into the ground. The engi flamethrower automatically shoots “parallel” to the ground and doesn’t have this issue. Try lowering your camera view so you look over your character’s shoulder toward the horizon. This should allow you to see the flame.
I’m wondering if it has something to do with post processing or another graphics setting?
I normally play the game on high settings but decided to turn a few things down to low so that I could do this with an FPS boost, I also couldn’t see the flame from the flamethrower.

That is not actually true unless you also have a target selected.
Tendril torchers is best done with action camera mode turned on. The flamethrower will fire in whatever direction you point the reticle.
