Well you could lodge a complain to the domestic trade department/ministry and ask them to follow up as it’s quite a shady business practice. Have seen some thread on this on reddit coming up and gaining traction due to the changes in the FAQ before and after pre purchase annoucement and various sales going on before the pre purchase started
