Since these are legendary weapons, is there any story to why they are? Like who owned them before? I know the risen wizard in the gates of arah event holds eternity but what’s the story? Who was he before he was dead?

no written lore, only speculations/obvious associations. There was datamined info on some sort of text for Legendaries, but that’s yet to be implemented (most likely won’t be seeing any of that stuff until the maintenance patches after Scarlet’s done)

Anet will come up with lore for legendaries when precursor crafting comes. It’s been datamined.
