New Statue in Lion's Arch: Cobiah Marriner
I believe this stature and the plaques (along with the doll), all coincide with the release of the Sea of Sorrows book coming out on June 25th.

You can ask to the living story npc, that with the scroll and a yellow star on top of his head. That’s the way I found out of the place. And I think it is the most immersive way to find out.

It's near the shattered gate, in the south-western part of LA

They’re all around LA. They look like pulpits and they’re the size of one.
I remember there’s one near the lion’s gate, at the lighthouse. But there are plenty.
