Everything points to the deep sea dragon being far from Cantha, but in the deepest parts of the Unending Ocean – and the water between Cantha and Tyria is rather shallow so it likely isn’t between the two either.
The likelihood is pretty much 0% chance, unless he was either corrupted by a champion of the elder dragon or he was corrupted elsewhere and moved before the Jade Wind – which is highly uncommon. Dragon minions enjoy remaining near their masters unless invading.
His personality rather separates himself from atypical dragon minions as well. He goes on about dreams and nightmares, and no dragon as far as we know would go that route… But Abaddon rather did. And Lyssa though on a brighter side, I think

You should reall read my fan-fiction novel of just how Kanaxai came to be in my opinion (takes place in Cantha ~1,500 years before GW1). Slight spoilers: I do think the Deep Sea Dragon had a hand in it, but only indirectly and it was only one part of his corruption.
About the DSD: he slept in the deepest trenches of the Unending Ocean, close to krait and karka territories. I do believe he has/had his influence felt in the Jade Sea, but he himself wasn’t in that area.
About Kanaxai’s lair: it’s not actually under the sea, but a cavern that was flooded long time ago – it was deep underwater, but not beneath the sea bottom, per se. I find it quite likely that Kanaxai was trapped there long before the Jade Wind, and the Jade Wind actually made his escape all the more possible with the removal of the “water” blocking his lair/tomb finally viable.
About the oni: there’s an in-game theory from one of the Luxon NPCs that the oni are the maddened outcasts/reavers in an advanced form of the corruption. Which lends further credit that whatever Kanaxai’s using is highly corruptive. Combine that with mind-ravaging/twisting, and you have something quite similar to draconic corruption. However, I do believe there was something else playing a role in his supposed transformation… just as I’ve included that something in the novel.

well something caused the outcasts to go mad in the depths of the deep jade mines…. either that or he is a demon from the underworld that caused it

Demons come from more than just the Underworld. They come from anywhere the Mists touch directly, formed from that protomatter that makes up the Mists.
