Spoilers for a couple different personal stories below!

We know that in the Human circus storyline, it's implied to be Uzelon, but in the Asuran's early quests, the Inquest is presenting a grizwhirl for the Snaff competition.

But has it ever been clarified? Could it have been bought and sold by one side or the other?

i don’t think anyone cares about the grizwhirl enough to draw the connection beyond “an asuran krewe came up with it and uzolan used it to kidnap little kids”.

In Caudecus’ Manor, it is implied that Uzolan’s work is heavily based off of stolen Asura tech. Presumably, then, the Grizwhirl is either an Inquest device acquired by Uzolan with or without their consent, or possibly an asuran device plagiarized by both Uzolan and the Inquest, either separately or in conjunction. In any event, all things considered, it does not seem feasible that Uzolan invented it.

Also, Bruno, Uzolan did not use it to kidnap anyone. All indications are that Uzolan was not allied with the carnies responsible for that crime. However, I give you credit for not only stating but demonstrating your disinterest.

R.I.P., Old Man of Auld Red Wharf. Gone but never forgotten.

i took the circus quest line in BWE1, don’t expect me to remember the details :P

and uzolan turned out to be evil in the end anyway, so one more thing on his tab wouldn’t kill anyone.

Cool, thanks for the response! No, it’s not that serious, we were just wondering.

So we know it wasn’t Uzolen. That just leaves Teyo and the Inquest. The Wiki calls Teyo the “creator of the Grizwhirl”, but from what we saw, we only have the Inquest’s word to go on that, and we know they’re not above stealing techs and ideas.

Uzolan worked for Caudecus.

Caudecus works with bandits.

Bandits works with Inquest.

I don’t think it’s hard to imagine that the Inquest made it, sold it to the bandits who were buying it on Caudecus’ request for some mass mind-manipulation to overthrow Jennah/recruit more bandits from the populous.

Though the carnies tried to kill Uzolan. It’s fairly obvious that they were either working under Caudecus’ orders to eliminate the one uncerstain element in his plots (Uzolan) – which seems unlikely given that Uzolan was still alive 20-some levels worth later, or more likely the Ringmaster went AWOL and was part of neither the bandits (whom work for Caudecus) or the Separatists (whom Uzolan is a part of).

Though an interesting thing about the Ringmaster is that he acts like he isn’t Krytan. At first made me think he was a Separatist, but given how it’s revealed Uzolan was a Separatist, it makes me think the Ringmaster was non-Tyrian.

Sadly, like much of the personal-story related stuff, GW2W is utterly lacking in information about the Ringmaster (e.g., picture of him). Perhaps he shares origins with Doern Velazquez.

While the plot of the Circus storyline is not exactly fascinating, the implications one gets when combined the Dead Sister, Caudecus Manor, and Asura lvl 2 story steps become quite interesting.

The Dead Sister storyline? Are you referring to a bandit directly admitting to abducting Krytans on Caudecus’ orders, or was there something else I missed?

And given that it was Caudecus who brought the carnival to your attention in the first place, I favor the idea that the Ringmaster is a rogue element with his own agenda.

My thoughts are the Grizwhirl uses the same power that dragons use to corrupt the minds of its minions.

That, or it has absolutely no place in the lore whatsoever, and it’s just an inside joke making fun of the Ringmaster from Marvel comics.

Knowing ANET, I’m betting they’re just a fan of Marvel.

It uses mesmer magic to confuse the minds of “lesser intelligent beings” (per Teyo). In the human circus story you can go to a meeting for recruits where you get to experience the effects firsthand – you see other people as monsters. How the Ringmaster uses it is like hypnotism.
