When the Royal Terrace was introduced on an airship, I thought ‘great, this can be moved to all the active LS content.’ I have the Captain’s passes saved in my bank waiting.
We are in the mid-season hiatus, and no Airship. The three vendors on the map just aren’t enough.
I’m assured it’s a safe fly zone. The zephyrites were downed by an inside man.

It would be neat if the Havoc’s Heir would move about. The issue I find, however, is that based off of the name it seems to be Lion’s Arch owned – likely being Kiel’s ship, given that the Havoc was a ship owned by Cobiah Marriner at some point, and Kiel is the only known member of the Captain’s Council to own an airship (unless the Havoc’s Heir is a gift from the Pact, and was the one that showed up during Twilight Assault Aetherpath).

So the question is: would it make sense for a Lionguard/Captain’s Council ship to go into the new LW content?

I kind of wish they got rid of the Royal Terrace, make the Havoc’s Heir a permanent part of rebuilt LA, and then bring in a new airship (mercenary owned or a Pact ship) that moves with LS content, and the old Captain’s Passes and Royal Terrace Passes converted into passes to said new ship, with one-time passes having a small chance from dropping from random mobs (like Black Lion Chests do), with 2-week (or longer?!?) passes coming out of the BLCs.

Dear ANet writers,
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
