Is it still in the game? If so, how can one be obtained?

It was removed before launch, the reason the wiki still references it is simply because not enough players are maintaining the wiki; the black lion chest page still makes reference to it also but the actual page on the butler does state that it is removed.

edit: And no, no explanation was given why.

It is not. I don’t know why the wiki keeps on making new references for an item that doesn’t exist.

It is unfortunate that this item was removed from the game. Maybe the developers will put it back sometime.
